During Build-To-Order (BTO) and Sale of Balance Flat (SBF) launches, first timer applicants are able to get higher priority in the queue for a new flat. This also includes Executive Condominiums and Design, Build and Sell Schemes (DBSS).

1. Parenthood Priority Scheme

The parenthood priority scheme is a scheme available for first-time young married couples with children.

The criteria for this scheme includes:
  • Must the married couple’s first time applying
  • Couple must either be expecting a Singapore Citizen child during application or have at least on Singapore Citizen child below 16 years old >Applications after May 2019 require a higher age limit at 18 years old

2. Multi Generation Priority Scheme

This scheme requires both married children and their parents to purchase new flats in the same neighbourhood. The married child and parents should make a joint application for 2 flats in a BTO project.

The requirements to be eligible for this scheme includes:
  • Parents must submit a joint application
  • Parents are only able to apply for either a 2-room flexi or a 3-room flexi
  • The married child can apply for a 2-room flexi or larger flat

3. Married Child Priority Scheme

This scheme helps improve the chances of married couples applying for a flat near their parents. The scheme is also helpful and convenient to those needing to take care of their aging parents.

Requirements of this scheme includes:
  • At least one parent to be either a Singapore PR or a Singapore Citizen
  • Both parents must live in the same estate or within a 4km radius
  • Both parents must be included in the flat application, if intending to live together
  • Parents will need to keep living together with you, or in the same estate, or within 2km of the new property, or 4km for applications after May 2018>These conditions will need to be satisfied during the 5 year minimum occupation period

4. Third Child Priority Scheme

The Third Child Priority Scheme is eligible for families with more than 2 children. This scheme encourages married couples to form larger families. With this scheme, your application can be included in the first ballot round and subsequently in the second ballot round with public applicants, if unsuccessful.

The conditions for this scheme include:
  • You and/or your partner must be a Singapore citizen to qualify
  • Your family must consist of at least 3 children >Divorcees must have legal custody of said children
  • Youngest child must be a Singapore citizen and born after 1 January 1987
  • Other offspring in the family must either be Singapore citizens or Singapore permanent residents
  • You must not have any previously purchased property under this scheme

5. Assistance Scheme for Second-Timers

Divorced and widowed individuals with children are eligible for this scheme.

The criteria for this scheme includes:
  • Having at least one child below 18 years old
  • You must not have acquired any further interest in a HDB flat or private property after divorce or death of partner

6. Tenants’ Priority Scheme

This scheme can help tenants of HDB rental flats purchase a flat themselves. Eligible applicants must fall under the Selective En bloc Redevelopment Scheme (SERS).

The criteria for this scheme includes:
  • You and your family are first time applicants and have been living in a HDB rental property for at least 2 years

7. Senior Priority Scheme

This scheme is available for seniors that are seeking to move closer to their married child.

Criteria for this scheme includes:
  • Your married child is a Singapore permanent resident or Singapore citizen
  • Your married child must live within a 4km radius or the flat you are applying for
  • During the 5 year minimum occupation period, your married child will need to keep living in the same estate within 4km from you

This scheme only allows you to apply for a 2-room flexi flat in an area near your married child.
